Stray Lights?

Hi! I've recently took a photo @ flyer and bump into a problem, when i took the photo on f11 on 30sec. The image appeared with some strays across the lights, may i know roughly what may have caused this problem? I'm on kit with just a Hoya Filter, was reading up on older post and some clues may have been caused by the filter?? need some enlightening here, thanks!!

Sometimes its better without the UV filter. I take it out when I'm doing scenic shots.

agree... I once browse throught CS somewhere stating that top notch filter are less likely to have such issues.
for me, when taking night scene, i remove my normal UV filter.
