I am buying a 2nd hand IXUS for fishing trips so that I wont put risk to my S602Z.
Which is better? Ixus V3 and Canon IXUS II?

The risk of minor water splash and rain etc... That is why need cheap camera and small ...

the word IXUS immediately brings to mind small and expensive. why not get a cheaper cam still? like old A60/A70. got manual features somemore

why don't you just buy a splash proof camera?

It is still easier for digital cam in terms of usage, portability etc. Small and digital is the most important aspect. I deem 2nd hand as cheap.
