Heh... I'd consider dialects seperate from mandarin. There are a lot of old folks who can't speak mandarin but can speak dialects.
I think my late grandmother would take the cake in this.. She spoke mandarin, hakka, teochew, hokkien, cantonese, hainanese, malay, tamil and in the WW2 days, Japanese and she also understands and speaks basic english..
