Horizontal lines all over the images

Someone shown me his P&S. All his images have horizontal white lines all over the images. Photos shot in available light are most pronounced. Those taken with flash have less noticeable lines.

Anyone has seen this happened before?

What sort of P&S is it?

Any sample images?

I heard that it is more likely to be a 'burnt' CCD.
