Are you referring to punishing the rioters or punishing singaporean? It seems to me like punishing of singaporean who need to make a living selling alcohol.
The problem is the Indian (from India) workers cannot hold their alcoholic drink. After getting intoxicated they become riotous.
So part of the solution is don't give them the excuse that they were under the influence of alcohol when they riot.
I have seen other people drink lots of alcohol in night clubs and they don't create any problem. They know how to behave in a social setting.
Stopping alcohol sales in Little India is part of the temporary solution.
In the short term it does not solve the problem if the Indian FWs were to now congregate somewhere else, buy and drink alcohol there.
In the long term, the problem solves itself when construction activity declines and there is less or no need for so many Indian FWs to be here.

I assume (and you are free to correct me) that you have been to some bars in the usual night life districts. Please compare the prices for canned beer (which was sold in the LI outlets to FW) with the prices of jugs (filled with diluted Tiger pee) sold to tourists and bar patrons. The bar business is profitable.
Now the food courts and eating houses surrounding Little India No-Alcohol-Zone are worried that the Indian FW will switch over to congregate at their location. Suddenly got thousands of FW drinking alcohol. The regular local customers may reject the place and stay away.
It is just nonsensical to me....
After the Riots... ban alcohol for a week is understandable... but for months... how the business survive??? Heartlesss, brainless or head in hole logic??
If they need to drink, they will drink, and where will they drink? Not in LI... and problems will just spread..... whoever are making these decision are just taking the easy approach.... and I do not see why I need to pay so high salary to have people who just.... making such "common sense" decision... when it is a very complex issues......
