Which is more suitable for indoor / low light photo taking?

I am looking at either Sigma 10-20 and Tokina 12-24. Which of this can better focus at indoor and during low light?
I am using Nikon D3100 thus Tokina 11-16 is out of the question and Nikon 12-24 f1.4 is way out of my budget. I am using Sigma 30 f1.4 as my main lens now.

It's your camera that focuses, the lens only get the commands to turn the focusing ring. If there is low light then the AF system in your camera has a hard time to lock the focus. I have the Sigma 10-20, works well for me. Using Wide Angle any focus error is less critical anyway. You can also get an external flash and use the AF assist.
