Tokina 62mm Cir Polarizer Compare With Hoya.

Was told by my friend that Tokina 62mm Cir Polarizer are much more cheaper
than Hoya Cir Polarizer.
Since Hoya were 'Made By Tokina Co., Ltd.', as shown on Haya filters
packaging, will Tokina 62mm Cir Polarizer same quality as the Hoya
in the market or Tokina made the Hoya filters better over their own Tokina
filters, thus resulted the higher price for Hoya?
