shutter speed/ focal length rules with flash

Hi all,
I know there's a rule of thumb of setting a shutter speed of 1/focal length to prevent camera shake.
I wonder if there is a similar rule if we use flash (in cases of insufficient lighting). Because flash will "freeze" the subject. I also don't want to set too high a shutter speed that will cause the background to be too dark. I wish to capture some ambient lighting as well.
Anyone can share? Thanks.
 

Is there a lower limit to the shutter speed that I can use keep the subject sharp? Provided the subject remain quite stationary.

Eg. Can I still get sharp pic of subject using flash when focal length is 300mm and I use shutter speed of 1/30?

yes provided the object is very still , ur gears is supported with a stable tripod and use a release shutter cable...

see my sample shot

focal length 424 mm (1.6x 265mm)
Shutter speed: 1/15 sec
Aperture: 8.0
ISO: 100
