Recommend a Photoquality scanner

Not sure if this is the correct place to post this question.

I have a huge inventory of old photographs which i would like to digitise and archive before they start to fade and deteriorate.
I tried doing some with an old Epson scanner which i have but the digitised copy is very grainy. I then tried a newer Samsung CLX-3175N (Laser printer/scanner) which i also own and although the digitised quality is noticeably better it is still not accurate and not 'photo quality'.
Some of these photos are about 20 years old and colours are a bit washed out. I would like to restore them and then archive them digitally.
I am looking to purchase a dedicated scanner to do this (have thousands of old photos which are very valuable to me). What photo quality scanner (preferably a compact flatbed type with included software) can i purchase which does'nt cost too much. My budget is $500.

You, may bring few photos for trial.Ask the canon staff.

I use the Epson V600 on medium format, 35mm slides and photo prints. The result is better than expected except for color negative which gives a green tone. Price is below $430.00.
