Question Regarding 3:2 Photo Size

I just realised the following - while maintaining all variables ie lens, aperture etc constant, that

(a) taking a photo at "AUTO" mode gives me a photo that I can resize proportionately for emails etc. This means that photos taken, I can resize the photo to 600x400

(b) taking a photo at "Av" or "Tv" mode, I don't get an image that is 3:2 ratio. This means that photos taken, I can resize he photo to 600x398

WHy is this so?

At 1200, it is 4 pixels etc.

Just an observation, I am sure there should be an explanation to it.
