Question about load capacity of tripod legs

When you check the specification of tripod legs, you can find the load capacity of each model. The tripod head has its own weight and some tripod legs comes with a small hook at the bottom of the center column which you can add some weight to stabilize the tripod. So, does these additional weights(the head itself and the stabilizing counterweight) considered as part of the load capacity?

Yes, it all adds in.
