Qin shi huang built great wall of china , united china by making everyone, tibetians, muslims, hans , qis .. speak chinese langauge and write chinese characters , china will have fall into pieces if not for his contribution. As for saddam ? this tryant burn oil wells , polluting the world, kill the innocents. babylon fall and destroyed in his hands.

erhh... i dun think the tibetans and muslims are there at that point of time. chinese presence in tibet is almost only of this half a century and extends back vaguely more if you count in the manchurian rule over china. his predeccessor did assimilate the non-chinese tribes in near-west shaanxi and his regime did extend far beyond yangtze into what would be otherwise vietnamese. for most part of history, china is overrun by various countries from the north, northeast, northwest and west. only the assimilated south is relatively stable and has been a constant part of the chinese empire except for the invasion by the mongols and manchurians. if not for him, most of us here might have identified a different ancestry today.

but i dun think saddam or qin shi huang are of much differences in terms of the things you said. the latter probably did all the things the former did, if not more extensively. the only difference lies in one being a victor at his point of death, the other not. the other difference is probably one have to use propanganda and white terror while the other simply did the primitive way. and for that purpose, maybe many of the greatest conquerors like alexandra and chinggis khan have killed many. is there way to compare whether a victorous conqueror kill more or less than if otherwise the separate parties fight occasionally among themselves? would hitler be a hero if the third reich brings a stable union of an empire that last at least a hundred years? the greater east asia coprosperity sphere by the imperialist japan sets out the same targets as what qin shi huang does, and thousands of years later, the various assimilated asian races may even look towards japan as their ancestry.... but just think of the people who suffered under the conquest. what you and my grandparents suffered during the WWII is probably identical to what our ancestors suffered during the conquest in qin shi huang's time.

during those time, war, rape and killing is not considered an evil. nowadays, things are different, or perhaps superficially at least. so the two cannot really be compared.

Its a long story. The correct understanding should be that Qin conquered the 6/7 warring states (near and around the Yellow River) and became the first emperor of Qin Dynasty (about 200BC). Few hundreds years later this became Han Dynasty, so the ppl are referred to as Han tribe (or Han Chinese), the next many hundred years Hans fought against many other tribes, Tibetians, Mongols, Manchus, etc, eventually Manchus conquered everyone and became Qing Dynasty.

Seriously speaking, Chinese is still spilt today (mainland China, Taiwan, Mongolia).

manchurians did not conquer everyone. the mongols joined the manchurians in the invasion of china with relationship maintained by intermarriages but subsequently become more colonised, while tibet is related to the manchurians under a lama-patron relationship. koreans also swore allegiance to the manchurians and also maintained their independence. ughurstan and china are on the other hand being invaded and annexed under force, though the former is being invaded later but regained independence much earlier than china.
