the winning picture in the 1st of announcement, was not even good to win consolation price.
and 2nd round of announcement, it suddenly became top price.

I do not think this is kelong, but please help to find a proper wording to describe this.

Seems to me that the organizers had made a mockery of the contest.

If they really Kelong, they did those dintinguished judges an injustice, it will be bad to associate one's clean name to an unfair contest of loose principles and little integrity. Especially as a judge, people may think you have a part in the kelonging.
