Olympus FL-36R flash cannot be turned on

Anyone has this experience?
Olympus FL-36R flash cannot be turned on. I thought it was the batteries. Changed a new set and I could turned it on after some time.
I did some search on the net and some recommended leaving the batteries to keep the capacitors charged.

Is this a design problem and should I send it in for repair?

The last time I check my FL-36R olympus SG told me they are out of parts to repair this flash.
