No. VC and internal motor are different. If you actually read the link, you'd see not all recommended lenses are VC lenses.
VC is vibration Control. Nothing to do with the lens mount.
Most of the lens for Nikon can be mounted onto the D3100 except one type of very rare mount.
However, there are certain lens that aren't built for APS-C or DX body. These lenses will have certain functions that won't work with the D3100 and it is mainly the autofocus and metering.
For third party lens, you have to look for APS-C size Digital SLRs lens. These lenses should allow you to autofocus and meter...etc.

So far I only know how to see which nikon lens is suitable for D3100.. 3rd party see liao still not sure

There are many 3rd party lens usable with your D3100. However the best next thing is to go for a newbie outing. Here you will learn while practising and have your questions answered.

silent85, there are 3 general functions that the type of lens will affect:
1) Will it physically fit on my camera?
Lenses from at least the last couple of decades, meant for Nikon cameras, WILL be able to mount on the D3100. The mount is known as Nikon F-mount.
2) Will I be able to use the metering or automated exposure functions (P, A, S, scene modes, etc)?
The lens must have a CPU chip that can relay certain information back to the camera body, for metering purposes.
Lenses denoted 'AF', 'AF-D', 'AF-S' (basically modern lenses) generally allow this feature, though I'm sure there's bound to be some obscure exception

- motor built into lens
- slotted screw drive that is driven by camera body.
For D3100, you can only auto-focus with lenses that have a built-in focus motor, denoted 'AF-S' or 'AF-I' (less common). For the 3rd party equivalent, please check the respective sites.

So if let say I wanna buy 3rd party lenses, what are the things I hv to look for to use on D3100 ?
I looking at 18 to 200 range de. I know nikon have which can use on d3100 but wanna look at 3rd party also

Different brands, different name.
I suppose you would want auto-focus, so that's the more important factor.
For metering, etc, it's mainly of concern if you buy an old lens.
If you buy any new lens or even a 5 year old lens, quite safe

Ya for now only concern auto-focus.
if you're buying a 3rd party lens (NEW) from shops, just make sure it's for Nikon mount and it has built in AF motor.
Then test on your camera to confirm
