From LTA's letter it was mention "installation of roadside infrastructure for the System Evaluation Test (SET)." dunno what system is that but this road is know for speed traps.

there's two in a space of like 50m from each other. if its for speeding then why don't they just install the speedcams right? ermm....

Guess only:
1st gantry detects and confirms you are speeding beyond speed limit.
2nd gantry effects immediate deduction of fine$ from your linked bank account.

Sekali also testing new speed trap first sensor captures IU data, second sensor captures how fast this IU unit travelled in between, then split second send summon via sms . Plenty of folks love speeding there, the class 4/5 vehicles too.. Even if it is not, it is still good deterrence.
