First of, with no dis-respect to your event or photogs who may be interested to provide their services to you, can you kindly elaborate what sort of event that you are seeking photography services with just knowledge of aperture and shutter only?

Taken literally, anyone with a PNS camera with understanding of Av & Tv mode qualifies to cover the event.

Or is it, you are seeking low priced photogs with professionally looking DSLR?
