You need to choose a time whereby the dynamic range is not too wide. Something like nearing dusk is a nice period for a single shot exposure.
However when you are taking about taking brightly lit buildings when skies are dark, ( provided you got the right exposure for the buildings ) you will need alot of pulling from raw files or multiple exposures. If you are referring to long exposures to expose the dark surrounding, you'd overexposed the bright buildings in that single shot.
