for lens without IS/OS/VC, it tends to have problem taking picture in slow shutter speed.

When hands move a bit, picture taken will be slighly blur. so does AI SERVO helps if we use it for still pictures or will the picture IQ be degraded if compares to shooting in ONE SHOT.

AI Servo is purely an auto focusing mode and has nothing to do with shutter speed and how it relates to moving subjects. For the latter, read up on the basics of photography, shutter speed and aperture.
