What's the purpose of putting sponges under the shoulder straps?

Its usually so damn hot that by the time the run starts that ppl will take the sponges that have been cooled with ice water to daub over the head, ears, neck and body. This guy is just improvising by strapping them on, so that it becomes 'portable'
