Secondly, radar is an active process based on sending out electromagnetic waves and measuring the echos. Do you think other countries in the region will be pleased getting SG's radar beam over their territory?
I guess it is so much cheaper and easy to maintain.

In a much more controlled and limited way. Instead of sweeping across entire SEA the balloon radar can be much better focused on the described radius of 200km.Precisely. Isn't the radar on the big balloon doing exactly this?
