Balloon radar is nothing new. If someone shoots that down, they have to be more then your normal local prankster .. that just means you have some bigger problem coming you way if it gets shot down. 150m long balloon are design to be able to take small object punctures as the internal structure has safeguard. ( google it )
Since you are a photographer the key word 'resolution' should be familiar to you. What resolution will you get from a satellite at about 40,000km above the Earth?
Secondly, radar is an active process based on sending out electromagnetic waves and measuring the echos. Do you think other countries in the region will be pleased getting SG's radar beam over their territory?
According to Wikipedia, resolution is up to 0.5m. Good enough for aircraft and missiles, no?

In a much more controlled and limited way. Instead of sweeping across entire SEA the balloon radar can be much better focused on the described radius of 200km.

Singapore is an island, surrounded by sea. So, if the balloon is high in the sky how far the target from the nearest jungle outside SG? Can do a rough Pythagoras calc?
Longest sniper kill is about 2.5 km, but that was single occurrence by british troop set in what he claimed to be an ideal condition. In the sniper's own word: Conditions were perfect, no wind, mild weather, clear visibility...

For something as important as ERP, we cannot use just a cheap balloon. That one will use the latest satellite technology.
Please have a careful look at the orbital altitude. Then go and read about the orbit for geostationary satellites that you have suggested in your initial posting.
