Its not illegal to carry ladders around. Just depends if the person using them is civil minded enough to exercise some common sense.....

In any case, blame the person, not the tool. Many pros actually recommend it for getting the shots. But what the books often dun mention is courtesy because they assume that it is so basic. However, it is clearly not as basic at the recent SIN2008 where there were complaints of people using step ladder up close in front, blocking everybody who is behind them. However, I think there is also a problem here. If the person with the step ladder sets up in a place where no one is behind him at that time, but later on, people move in behind him, then he is OK, I guess. He was there first and you cannot expect him to move just because u want to stand behind him. But if he muscles into the crowd near the front and then sets up and thus blocks everyone behind...this is SO wrong and discourteous.
Also, I appreciate that there is a cost to bringing the ladder. Can u imagine dragging that thing on to MRT/bus and than dragging it around the show while handling all that photographic equipment? For me, I would not bother.

People that bring ladders usually have cars which has no problem bring it along. Ladders bring-er are basically 2 types. They either come early for the show and place the ladder to book a good location. They will only stand on the ladder just before the show starts and block all those behind that has gathers during these period. Another type is those coming just 10-15 minutes before the show squeeze in behind those standing photographers to setup their ladder but this will also block spectators behind.
Either way I do not like it. I normally come early to find a good position. If you are late, too bad. As camera gets cheaper and more people owns one, these situation will only get worse.
