Need recommendation on <$250 camera

Hi, my sis wishes to buy a decent digital camera which costs <$250 (something better than her kodak c340) .. she doesn't mind 2nd hand cameras. I'm really out of touch with cameras so I need recommendations. What cameras do you think is good and how much would it approximately cost for 2nd hand?
