Quality will always be affected, just whether you can detect it or not, that is why the viewing distance is important. Usually large enlargements are meant to be viewed some distance away, so you don't need to print at 300dpi.

Interpolation simply calculates the pixels in between and it doesn't really add any new information to your image. But smart software can do it in such as way that those tell-tale signs of interpolation are minimized. I think genuine fractals is such.

For your image, I dare say you can interpolate up to 16x24 with acceptable results (see kex above), provided your viewing distance is about 1.5 meters or more.
