not completely sure what you are referring to by flare, but if it is what i think it is, then no, it is not flare, but water spouting from the merlion.

no, i did not scale up, in fact, the other way - down from 12.8m pixels. a couple of the pictures are at iso400 and no other sharpening, just the standard "bicubic sharper" when downsizing.
