Here are some suggestions (selections from the Most Interesting Pictures you can find in Flickr with "rain" and "singapore" - search "rain singapore" and click "most Interesting"):
Yeah. I love the works of this Danny St, and had tried to take similar photo (not exactly copying him, but trying to remake the mood) but failed looks like my standards are not high enough.

I'll give it a try the next time with my 55-250....I have alot of luck with rain. The moment I have the camera in my hand (or planned anything that day for shooting), chances of it raining is VERY high.
Funny...I always thought that to freeze the rain drops, need fast shutter speed, probably what I wanted is rain droplets movement blur...Thanks for the tips & correction.

Oops. My bad, I tot you want to shoot the silky feel of a downpour... and yep... if you want to freeze raindrop, you need high shutter speed... then maybe you need to up your ISO, or your pic will be (underexpose)... and as usual... don't use flash, because raindrop might reflect your flash.

lol.. no prob. So far, I haven't really got a decent photo of both the silky and freeze rain drop. Cos most of them tend to be underexposed -.- ISO1600 + f5.6 @~200mm.
I'm not a fan of flash..but at f/5.6 with my 55-250, not sure how "bright/fast" it is during heavy downpours like yesterday.
