PS CS2 Scripting Help

Hi All
I am trying to do the following and would like a little help.
I made an action to duplicate the background layer and a couple of other things and assigned it a function key with shift, which works great. Now I set the script manager to run this action when a file is opened , it works great on all files except a file from Camera Raw.

Any ideas why

if it's a raw file you might need to convert it using camera raw first before running the script.. or have you already converted it and it's already in photoshop?
