Post phone SIM card to HK allowed?

Can we post SIM Card from SGP to HK by airmail?
I posted this at Singpost 3 weeks ago (before CNY) and it still has not reached my friend in HK. This is the 1st time I post SIM card overseas. It should have reached HK by now even if it was peak period during CNY.

Did it have a tracking number/Registered?

Anyway, was told that from HK to here, may take 30 - 45 days via airmail, so add in the CNY long breaks and it might still be stuck in some airport cargo hold.

No, it is normal airmail.
I always thought SGP -> HK is about one week. 30-45d seems very long w.r.t. the typical experience.
