is there any big difference between a cpl filter and a ND one? if a cpl filter can double up as a 2-stop ND, den who would get a 2-stop ND filter?

yes, ND filter is there just to cut down the amount of light entering the lens, and does not affect (theoretically) the colors.

while a CPL may affect the photos in many aspects, enhanced saturation, bluer sky, remove reflections, etc.

Those people who don't want to filter any polarized light but only want the incoming light reduced by 2 stops. Please do some simple homework. More to read here: Camera Lens Filters
