Please help identify this owl

While shooting insects at Sentosa I saw this owl. I had never would expect to see a bird like that there. Could you please identify this owl, to what family it belongs?

its an eagle owl if not mistaken..probably of the phillipine species..might be wrong

This is a rare catch especially in Sentosa. It is Buffy fish owl.

the photo was taken this morning around 9AM on the footpath from the underwater world to the orchid gardens/merlion, approximately at the middle of the path. Look at the red dot at the map.
