Does it sync your raw files over? How is it compare to Lightroom?? Thanks

Photoshop Elements is a one-time purchase. I've been using it all this while.

Yes, it syncs my raw files as long as it's updated.

With new cameras launched all the time, there will also be new raw converters. From my experience, PSE will support these new raw converters perhaps for 2-3 years. After which, you will need to buy a new version if you need new raw converters.

I have not used LR so I cannot comment. My understanding is that it's similar but easier to use. Makes sense as both are from Adobe.
