Both Noise Ninja and Neat Image are very popular. I think that both of them have a free version for evaluation. In the past I've used Neat Image quite a bit and thought it did its job well. :thumbsup:

One of the good features of Noise Ninja is the noise brush. With the brush you can apply noise reduction to selected parts of the photo. The photo may not have noise in all parts. Since applying noise reduction causes some loss of detail, the brush is useful in preserving details in those parts that has no or negligible noise.
