Even over there its not extended to all. Probaby extended only to influential people in the photography area so that they will talk about it and give them some publicity.
From what I have read, in US it is only by "invitation only" and sent to owners whose camera serial numbers fall within a certain range. Apparently, it is related to some bugs that were encountered by the early batches released. Hope Nikon Singapore has such an initiative. Bought my D800E a few months after its release.
