Can any one tell me what does ND filter do?

I got a little summary here

Commonly used for taking very long exposures to have deliberate motion blur or u need to shoot large aperture in very bright lighted scenes ( or if you loaded high iso film and you want to shoot a brighter scene but unable to have sufficient fast shutter speed and risk overexposure )

Here is a shot I took with an exposure of 30 seconds with the aid of an ND filter

Reducing light without introducing any colour cast (hence the word Neutral)
Cheaper ND filters tend to have a bit of colour cast that becomes obvious upon stacking.
