Did you mask it or you just fill up on a new layer?

IF THIS IS WHAT U WANT?

1. Create new layer
2. Make Selection
3. Go to Select>Feather (to the softness you want , the higher the softer)
4. Inverse selection
5. Fill it with ur desire color
6. Change the opacity
7. Save n End
