Is Photographer classified as Craftsman?

Under the Business Registration Act, "business" includes every form of trade, commerce, etc.
However, "business of a craftsman" is exempted from the Act, with some conditions, eg work at his home, not employing any person, etc.

Above was extracted (partially) from government website, hope it can help some of you. The only thing I am not clear is, whether they classify "photographer" as "craftsman" or not?
