How to use light meter with studio lighting??

Hi guys i just got my sekonic L-308S light meter. Was trying out the other day with my Jinbei RL 660 outdoor strobe lighting. The aperture reading from my light meter was f32++ My camera setting is ISO 200 shutter speed 125. Even if i set my shutter at 500 i still get aperture f32++

My power output of the strobe was already at the minimum.... am i missing something? Pls advise! cheers =)
 

move the light further away

or add a diffuser in from of the light (softbox)
or switch to a lower ISO
 

another concept you'll need to understand, shutter speed doesn't affect your flash exposure..
