Anybody here can kindly advice on how do to resize or crop a picture for a passport size photo? thanks
 

yup.
You can just use the Nikon PictureProject software (if you don't have anything better installed on your PC) and resize accordingly.
I think file size needs to be < 60kB or something. Quite small.
There is a requirement on the resolution of the image (width and height).
 

Most likely you need to use the "save for web" settings to get the image size down to the requirement.
 

Check the ica requirement as suggested. Use any software to crop it.

IMO, would be easier if you need a print out copy, just use those ID photo sations located at a lot of places to do the work, easy and clear, definately meet the requirement.
If you need a soft copy, just scan the ID photo you got.
