group photo editing

I have a outdoor group photo taken with 30% absentees of 17/60 paxs. Intend to insert the absentees into the group digitally. Any kind folks out there has any idea of a better software for the simulation. ( I may convert a black background).

There is no software with short cut to give you the magical touch. Photoshop is the best software to do the job if one is an expert on it. Why not pay me a fee and I can help you resolve the problem.
