I don't usually recommend websites cos the information is scattered. They'll teach you a few tricks and thats it. Get a book if you want to learn from scratch. Websites can fill in the gaps once you're proficient.

Photoshop CS for Digital Photographers by Scott Kelby is a good place to start.
