Not familiar with this flash. A quick search on ken rockwell's site showed it to NOT be TTL-compatible.
So... I think the SB400/600/800/900 would be a better bet.

Not a good idea as you can probably use it in either M mode or auto mode.

Getting a SB-600 would be a better idea istead.

No you can't do TTL mode with SB-28 on the D90. You'll only get AA or M mode. See pg. 236 of your manual.
