Brighten spotlights with Photoshop

Hi! All. I took some night pix of double helix bridge & city skyline. Would like to find out is there a way to increase the spot lights' vibrancy & colours found on the doublehelix bridge & the s'pore city skyline at night using Photoshop cs3.

try using the dodge tool for highlights and sponge tool set to saturate.
