The gimp comes to mind (http://www.gimp.org). For batch/scripted processing, ImageMagick is a good choice.

Yes, picasa2 rocks - especially for those who need simple fix. Great for using on P&S files. No need for any expensive software if you just need those sophisticated features. and it works fast too.

The reference software on which most other programs (including the expensive "big name" software) are based is the free dcraw (http://www.cybercom.net/~dcoffin/dcraw/). There are dcraw plugins available for several image processing/editing applications.
