You mean the Emolux? It's glass. I've used a couple of them before. They're actually not that bad.
Matter of fact, I don't think there are plastic screw-on UVs in the market. Or at least, none that I know of. My brother's using an even cheaper Massa UV and it's 100% glass.
I have experience using those low-end/cheap filters. They sometimes cause you flares (especially at night shoots).

It is not easy to scratch glass. But coatings are very easy to scratch. The Emolux is probably not coated, so no scratches will show. Try doing the same with a multicoated filter.
