Sorry the Picture Quality is really bad

It might be an interesting shot, but it's too small, can't really see clearly. Was thinking if it might looks better if the circle is more towards the center.

Noisy image.
Or is it due to jpeg compression?
If the circle is centralised, it could probably improve on the composition.
However, the noise really damaged the entire image.
