About the battery

I bought a meapower battery for canon 10d.
The caution says the battery need to be recharged before each use.

This means I must recharge the battery even the battery is not used up before the use? Is this the case for canon battery?

How to keep the battery for a long time(for example, 4 month) without using it? Some manuals say that the battery need to be discharged completely and then put into dry cool place, and before using it, charge it longer. Is this the proper way?

Just charge it before you use it everytime so that the battery won't die on you when you're shooting. For storage, just keep it anywhere. There's no need to discharge
