First of all, when did Shanghai or Beijing implement such a system? Same time as Singapore? If not, then Singapore is the first in the world which started this system.

You said that Singapore is "the only one which introduces COE as a mean to control car population or tackle traffic congestion". You did not say that Singapore is the first in the world. Please read your own post.

Second, I don't think Beijing has implemented a COE-like system like Shanghai (pricey license plates). You should read the links... Thanks.
 

one and only or the first in the world or not doesn't interest us. we know that our minister or PS travel around the world to learn. i won't be surprise that they pick up the COE thingy along the way and fine-tune to the system local flavour.. ;p

at least we dont have to worry about no car park lot in singapore

HK has extreme high population density. HK powerful developers have much influence with the HK SAR govt. Thus car park lots in central commercial heart of HK have unreal high prices. Because people have schemed it that way to make themselves even more rich. It is an artificial construct.
Anyway, this need to buy car park lot is not the case throughout the whole of HKSAR.

Just as in the heart of Tokyo, property prices are very high, but NOT throughout the whole of Japan.

Laws and regulations like COE are different. They apply to the entire country.
