Based on past outings I attended with Francis, turnout rate is about 60-70% of those who sign up

Illegal gathering? u must be kidding LOL! it depends on the purpose of the gathering.

I often see teachers bringing their whole class for outings. sometimes gather near musuem, even at cityhall popular landmarks for breaks. school orientation camps hundreds of pp also nothing happen lol! if not i would have visted police station very frequently.

Need permit from police???? So many people, is it considered illegal gathering ..
