EF mount are full frame lenses. It works on Canon's full frame and aps-c systems.

EF-S mount are asp-c lenses and works only on aps-c systems. i.e. 1.6x FOV

APS-C cameras from Canon are 7D, XXD & XXXD systems.

In general, EF-S lenses are smaller, lighter and slightly cheaper than their EF counterparts.

As EF lenses are designed for FF cameras, and FF cameras are designed for the very best quality, EF lenses are of high quality. However, this does not imply that EF-S lenses are of poor quality. You do find professional grade EF-S lenses that can produce high quality images.

EF is only "Electronic Focus", nothing else. Since it was designed during film era it comes as mount for 35mm film format and therefore Full Frame on Digital. It doesn't imply any quality statements. That's the point of L lenses which are specifically designed and marketed as professional grade lenses. There are EF lenses with rather average or below image quality. EF 75-300 II is one of them.
